Hong Kong operates under the rule of law and enjoys a healthy and robust judiciary. The High Court is vested with the oversight of the conduct of many areas of activity in Hong Kong including how its government, statutory bodies, regulators and other entities act; ranging from all most the most basic exercise of power by an official entity through to ultimate challenges to government authority to act in a particular way.

Judicial Review is an integral part of that process being a system whereby an individual or corporate entity can gain access to the High Court in respect of a matter, where other avenues of a challenge have failed to result in a satisfactory and fair outcome.

Members of Liberty Chambers have significant experience in the use of Judicial Review to challenge the actions of the enforcement authorities such as the Police together with regulatory bodies such as the Boards and Tribunals that control licensing of a many commercial activities in Hong Kong.
